The following rules and regulations are intended to ensure that the Library runs efficiently and provides an effective service to all users.
1. Library Hours
The Library is open on all days of the year except for several special holidays defined by the RIC management.

2. Membership & Registration
Only RIC students, Faculty and Staff are eligible to become members of the
Library.
The RIC ID serves as the Library membership card and should be produced every
time a book is borrowed. If the ID has been lost or misplaced the RIC Payment
Receipt could be produced as a substitute until a duplicate of the ID is
issued. Any changes of user contact details must be duly made known to the
library staff.
1. Members should register in the Library Management System (LMS) to be eligible to borrow books. The registration form could be obtained at the Library counter. All members should abide by the Library Rules and Regulations. 2. Library membership card is non-transferable. 3. Borrowing books under membership cards of others is completely prohibited. Any attempt to do so could result in suspension of library privileges up to 2 weeks. |
3. Uses of Electronic Devices
1. Free Wi Fi Access is enabled within the Library. Students are allowed to use personal Laptops, Tablets and Mobile phones solely for educational purposes. 2. Access to the OPAC (Online Public Access Catalog) of the Library is enabled through Computers in the Library and the e-Learning Centre. A search guide is available for the convenience of students 3. The Library OPAC page is linked to many useful sources both local and International. It also serves as a gateway to many online Books, journals and other learning resources. |
4. Leisure Reading facilities are available for

5. Photocopying facilities
Photocopying facilities are available subject to ‘Fair use’. The Photocopying section is open to the Library through a counter to avoid books being moved out of the library.
6. Use of Computers /Laptops etc...
1. Use of Laptop Computers, Tablets and Mobile phones within the library premises is permitted strictly for academic purposes. All mobile phones should be kept in the silent mode. 2. Online chatting, watching movies/videos, playing games, browsing of social networking sites is strictly prohibited. Strict disciplinary action will be taken against the defaulters. 3. Users of the e-learning center should not remove/unplug computer cables/connections, network cables and other peripherals/accessories in the library. |
I. Borrowing facilities are available for undergraduate students, Post Graduate students, the members of the Academic and Non-Academic staff of the RIC. The Reference (R) books are placed in the reference section for in house use. All users can access their personal accounts by using RIC Student Number and users are allowed to view their reading history, late charges, reminders, notices and warnings etc. via the system. II. It is advised to use the counter opening to the Photocopying section regarding any photocopy requirements. Removal of Reference books without permission of the library staff is strictly prohibited. III. Reference Books with 2 or more copies will be available for short (overnight) loan. i) Reference Books are to be used strictly within the Reference section only. Removal of Reference books without permission of the library staff is strictly prohibited. For photocopying requirements students should use the counter opening to the Photocopying section. ii) Reference Books with 2 or more copies will be available for short (overnight) loan. IV. The borrower of any library item is fully responsible for that item until it is returned to the library. It is not advisable to lend library items to friends or colleagues. If any library item becomes overdue, damaged or lost during usage of a third party, the borrower to whom the library issued the item remains solely responsible. The library will not bill a third party for any charges. Borrowers who are leaving the RIC after graduation or termination of studentship are obligated to return all library materials before they leave, regardless of the due dates stamped on the items. |

i) No books are allowed to be taken out from the library unless the item has been officially checked out to a member. A security system is in operation to avoid unofficial movement of books. ii) Borrowers should ensure that the items being borrowed are in good physical condition. The borrower will be fully responsible for any damage to the item at the time of return. iii) Books are issued for a standard average loan period of 14 days and may be renewed twice. The loan period of renewals is 14 days. The renewal loan period may be reduced based on the high demand for the particular title during the specific period. |
· When returning books, the borrower should ask the library staff to duly cancel the relevant issue. Counter staff will issue a cancel recipe as an evident. The borrower is responsible for the book until the borrowing item is remaining in the personal accounts. · At the end of the respective loan period the overdue notice will be issued to the borrower through the e mail. If the book has not been returned, despite the initial overdue notice, 1st, 2nd, 3rdand final reminders (4 in all) will be sent. Failing the return of books after these notices, the staff member will be deemed to have forfeited his borrowing privileges until he clears his obligations. · Final year students should return their all Library Items which were borrowed after completing their final examinations and they have to be obtaining a “No Dues Certificate” from the Library. The Degree Certificate etc. will not be issued without this No dues certificate. Post graduate students are also should have this “No Dues Certificate” when refund their library deposit from RIC.

The reservation is possible after the books displayed in new arrival shelf near the counter. The reservation priority will be given in the following order
i) Students ii) Academic iii) Non-academic staff |

When the reserved item is returned to the library, a reservation notice will be mailed to the borrower or a telephone call will be made. The returned reserved items are kept for one week at the counter until the borrower personally appears at the circulation counter. If the borrower does not come during that week, then the item will be issued to the next borrower in the reservation queue or the item will be shelved.
The late Charges will be imposed in respect of each Item not returned by the due date. Late charges are determined by the Library Committee.
· For late returns a fine will be levied as follows
Rs. 10/day - 1st day up to 7th day from the specified Due date for return
Rs. 20/day - 8th day up to 15th day
Rs. 40/day - 16th day up to 21st day
These charges may be calculated by the database. Reminder will send through email.
All payments should be made to the circulation counter. Until the paid vouchers are produced to the library, the fines of the users will not be cancelled.
All users are sent overdue notices for borrowed items, which is generated on the first working day after the due date as an email. Failure of receiving a notice does not excuse the borrower from payment of overdue fine penalties. If a user has changed his/her email address, it’s the user’s responsibility to inform the library about the change.
a) Marking and defacing of books is strictly forbidden. Borrower should report any marks on or damage to books at the issuing counter when they borrow the item. In the absence of such a report, the books will be presumed to have been in good condition when loaned, and the borrower will be held responsible and fined for any damage noticed at the time the books are returned. b) Loss of a book should be reported immediately to the librarian. If the book is not found and returned after prescribed period the borrower will have to supply a new copy of the book or surcharged the cost of the item according to following schedule. c) Local & Foreign Books If the book is available (to be purchased) the amount to be surcharged should be equal to the three fold of the present price of the book. d) If the price of the book could not be traced, the value should be calculated at the additional rate per printed page determined by the Library Committee and the amount to be surcharged should be equal to three fold of the calculated value. Books published 25 years ago should be considered as rare books. If the book is not available in the market or a limited number of copies have been published can considered as rare titles even less than 25 years of publishing. Recovery of those items shall be decided by the Library Committee.

I. Members should produce their Library Membership card at the entrance if asked for. II. Readers should observe strict silence inside the Library. Should not talk or discuss as they may disturb other readers. Library hall is meant for individual study only. III. Users should leave the library books on the reading table after consulting. They are strongly advised not to place books back on the shelves. Placing books at the wrong location may result in putting others into difficulties in locating books. IV. Readers may bring their personal text books or other printed material in to the library with due permission of the staff. Details of such material should be recorded in the register maintained for the purpose and cancelled when leaving the library. V. Personal belongings like bags are not allowed inside the Library and should be left on the racks provided for the purpose. VI. The library staff will not be responsible for any loss or damage to personal belongings of users unattended on the tables. VII. Reserving seats for friends/future use is strictly prohibited. VIII. Marking, scratching, damaging, stealing, library materials or property will result in taking disciplinary action against the defaulters. IX. Users should not rest or keep their feet on tables, chairs, shelves, etc. X. Users are not allowed to carry Food or drink inside the Library premises. XI. The Librarian reserves the right to suspend the membership of any member found misbehaving within the library. |
The RIC Librarian may suspend or revoke a user’s access to the Library or library resources if the user fails to comply with this Rule.
The Librarian may restrict access to library resources by users with outstanding fees or charges, or who have overdue borrowed items.
Any disorderly or improper conduct or breach of regulations will render the reader or the borrower concerned liable to suspension from using the library.
Readers are kindly requested to read the notice board daily.
